I was wrong. The NBA says they cannot conclusively tell whether Favors stepped out of bounds.

Q4 00:02.7 Turnover: Stepped out of Bounds Derrick Favors
[Observable in enhanced video] To be out-of-bounds, a player must touch the floor or any object on or outside a boundary, not just break the plain of the boundary.
While it is clear that Favors (UTA) leans his foot back before starting forward, using available production angles and freeze-frame, we are unable to determine
conclusively if his heel actually touches the floor/line.

The report lists 5 incorrect calls, two that gave Houston an advantage and 3 that gave Utah an advantage.

The out of bounds seems to fall in a different category than any other I have ever seen in these reports. Rather than making a call they simply called it inconclusive. There is no code showing their verdict.
 
Well then it goes back to the call the ref made on the floor, which was a no-call, which means he was NOT out of bound.
