Because the Jazz have the 12th worst record without making the playoffs, and Charlotte and Indiana have the 11th but one of them won't make the playoffs because once you make the playoffs that automatically takes you out of the top 14 picks. So if they finish with a better record then the Jazz we get a better draft pick, well maybe not a better but a earlier draft pick.
