Lose a bid and gain millions!

So I have a proposition for ya'll that might be too good for you to pass up. So you make a bid to take on construction projects in Utah, lose, and because your feelings are hurt you get millions of taxpayer money! Sweet deal huh? Check it out!

Good thing we don't have enough money for teachers and firefighters but we have plenty to give away to contractors.

the article gives the impression that the payment was only intended to cover the cost of making the bid.

The settlement amount was based on the hundreds of employee hours over a year or more the companies involved invested in putting together their bid.

in other words, the failed bidder did not profit, only broke even. i'm not saying that makes it right, though.
