This is worded kinda strange....if the Warriors finish 8 or 9, but the Jazz miss the playoffs and win the lottery with their 13-14th pick or whatever, then yes, we would get our #1 pick and Golden State's 8th or 9th pick.

If Golden State wins the lottery whether they finish 8 or 9 or 13th or 4th...it doesn't matter. top 7 protected = top 7 protected...
