Odd, I really expected an NBA GM to say the lottery was rigged. I’m out of ammo now.

How about Andy Larsen then? Who's paying him to be in on it? In addition to all the other dozens of journos in the room. Who see the balls being put in, all balls being drawn and the combinations that come up.

Ok, but let's just say everyone buys into it being rigged. There where at least 3 teams you could make a "rigged" case for. I even heard people saying Utah was rigged cuz he's white. So people would still bet

You could make a case for sending Flagg to Brooklyn or Chicago, since those are big east-coast TV markets and your goal is to entice the casual fan.
You could make a case for trying to rekindle hope for a disgruntled fanbase in Dallas.
You could make a case for helping Philly recover from potentially losing Joel Embiid indefinitely.

There isn't a strong case to send Flagg to Utah. The Jazz already have plenty of white players, the Jazz fans love their black players, and the fans will support the team no matter what happens.

Betting on the lottery order is probably like 0,000001 % compared to actual game betting.

Bad rep isn't isolated. It spreads. From Luka trade trade to now the lottery. It damages the bettors confidence. It's like the Yankees or Dodgers always "randomly" getting the best players (it's already happening). Why would you put your money on any other teams?
