Pay to try out to be Swoop?

Do you want to be the next Swoop? The Utah Athletic department is holding tryouts this Sat, Dec. 1st at 8 a.m. in HPER 109. You must be a U of U student and to tryout please bring a $30 check, athletic shoes and athletic clothing. GO UTES!

Why would you have to pay $30 just to try out??

Is that 'must be a student' qualification standard across college sports? It seems like some mascots are really crappy and I guess that might be the reason. I always assumed they were "professionals" of some sort.
