Each of the bottom 14 teams have a chance of winning the #1 pick, though the worser the record the better chance you have. Its about a 25% for the worst team, and like .06% for the 14th team.

For whatever reason I just don't want the Jazz with the #2 pick, other than if a team with the #1 pick makes a mistake (Oden and Durant) it seems the #2 doesn't do as well as the #3 and #4 picks.
