Certainly. In my view it would be a plus, but then I'm not a fan of religion. I worry about people who want to put god before country as none of them really know the mind of god but think they do, and that can be dangerous. Most civil rights issues have had to be fought against religion, when it should have been religious people fighting hardest for the rights of all. An atheist isn't going to believe in a devil any more than in a god.An atheist.. sure if they were most qualified.
A devil worshiper? No.
I don't believe for a second that believing in God is a prerequisite for having the desired moral compass. I have atheist friends that I consider better people than most of my Protestant or Mormon friends.
I know this is obvious.. but just in case (for whomever) atheist does not = devil-loving. It simply means not believing in a God, per se.
