He's got some stuff he needs to work on and he's going to be playing probably around 70 - 80% of what he could do prior to the injury next season but I don't blame the Mavs for taking a flyer on him at all.
Porzingis in an actual system with a good organisation, and another budding superstar player in Doncic (who Porzingis has great respect for from Eurobasket) should see his efficiency numbers climb if he gets back to even 90% of what he was compared to the dumpster fire teams he played with in NYK (he shot 41.7% on catch and shoot 3s in his 3rd season for example), will be able to provide some real rim protection on defense unlike DeAndre "stands and waits for the rebound" Jordan (KP's tracking numbers for shots less than 6ft are Gobert-level good), and he's a guy who's also capable of getting to the line with 5.7 attempts a game in his 3rd season. He'll also have one of the better coaches in the league in Carlisle to put him in the right spots and help him develop some playmaking options, have Dirk as a mentor for him, and he'll reap the benefits of being in a decent organisation as well.
He's absolutely a good player and the only reason why any NBA team would double guess trading for him is purely out of his current and potential injury concerns as 7'3 guys in the NBA as thin as him don't have a good track record health wise, but he is a special basketball talent if he can stay healthy and at worst a borderline all star player.
