Why trade meaningless draft rights between Utah and Dallas? Two guys from 2008 that will never play in the NBA.
But the big winner here is Utah, which gets Williams for free. It's tough to beat that price. For that, the Jazz can thank Billy King -- who traded for a finished Mehmet Okur shortly after the lockout last year and gave Utah a $10.89 million trade exception. Williams' $8.5 million salary fits neatly into that exception, and since he's on a one-year deal, it keeps the Jazz's books pristine after this season. Utah will have just four players under contract and a jaw-dropping $40 million in cap room.
For the short term, Williams is a possible upgrade on Devin Harris as a starter and a certain improvement over the Jamaal Tinsley-Earl Watson contingent that backed Harris up. Additionally, Williams can play some 2 and provides the shooting-starved Jazz with some much-needed 3-point shooting.

Who should he have gotten for the TPE? A low risk since he is expiring next year. A player that fits a need in outside shooting. There are not many players out there that teams want to dump and get nothing back for that are worth having on the roster, especially with the amnesty clause. I guess maybe we could have included the GS pick and got someone a little better but I am positive KOC has 1 or more moves that will happen this off-season or start of the season that we need assets for.

49% for one year isn't elite but just one step back and very good, but 39% for career is elite.Career 39% is elite. Ray Allen is a 40% career 3pt shooter and is considered the best ever. So yeah, 39% for your career is elite. Especially when you consider that Williams isn't a 3pt specialist, like a Korver, who you just roll out to specifically shoot 3's. Williams has more responsibilities than that and shoots 39% for his career.
I think Cuban is looking at around $2.4m to buy out Odom VS giving Odom to a conference rival in the Clippers and giving Williams to us. On top of that you're asking him to send a draft pick our way as well? I think that's a tough ask...
Another thing to consider - we were gonna have to pay for Okur's 2 year deal - so by not having him last year, we already saved around $8m. To look at it another way - instead of saving the whole amount, we'd be saving half the amount - which we should already be happy with.
Plus we got Williams as a bonus. It's basically Okur for Williams and saving $8m in the process (credit Locke for this analysis).

There's 2 separate issues here: The deal in a vacuum, and what the TPE should have been used for.
Deal in a vacuum: There's nothing "wrong" with Mo. But both Dallas and LA needed us to make it happen. Additionally, both Dallas and LA, teams ahead of us in arms race, are greatly strengthened by this deal. That means KOC had leverage. He should have taken the angle that we would help them get better, but we needed more than Mo. He basically underestimated his bargaining position which is always an egregious error of negotiation. But like I said, this is more forgivable since we weren't going to get a whole lot extra back.
What the TPE should have been used for: If you're an actual championship contender, you use your TPE to try and get a player that can help you. When you're trying to become a championship contender like we are, the purpose of the TPE is to acquire a pick. This is ESPECIALLY true when you have space under the LT like we do. A case in point is the recent Charlotte/Detroit swap of Gordon and Maggette. Charlotte sacrificed an extra year of paying Gordon to extract a 1st. With every team now obsessively concerned with their cap in light of the higher penalties, the value of the TPE to absorb junk contracts is only increasing. So to get Mo for one year is FAR less valuable than being patient and playing for a pick.
I think there is something else in the works, and that's why KOC used the TPE on a PG when he did. Mo Williams isn't a bad player or bad contract for us, btw. We needed a PG who can shoot.
edit: I'm sure the Jazz also looked at deals for Calderon, Lowry, and other PGs in the league.
That saved Detroit about 15 million dollars Billy. Mo Williams is not that overpaid, 1-2 million at most.
