The cap is at $63M but the luxury tax is at $76.8M. You can bet both will increase each year, but just for the sake of argument, assume the tax stays the same. Let's also assume Favors'-type money for Kanter an Burks. I'm not advocating $12M for each, just putting those totals in for placeholders. This is just a "quick and dirty" calculation. as many of the amounts are estimations. Add in $500K for a 13th salary and the Jazz are still comfortably under the tax.
What Hayward's contract DOES do, however, is make it unlikely the Jazz sign a significant free agent - unless Burks or Kanter aren't retained. With tax increases, Jazz can probably also re-sign Burke and Gobert. It doesn't get tricky until Favors and Hayward are eligible for their next, significantly higher deals.
