He'll play at some point next year. It's about how the voters project him, and I think will project him favorably.
All prior cases of ACL tears show it takes a half a season for a player to get back to their previous playing level. If Parker starts in January, then he won't have enough time to recover to a high level. That might even be more of a thing for players who have suffered 2 consecutive ACL tears.

If he didn't have the 2 ACL injuries he would have been picked a couple of rounds ealier. The fact that he won't play until Feb might only be apparent to us hardcore basketball junkies though.
