You said replaceable. There might be players like him in the draft, but you don't know if they will turn out or bust. Teams only have a few picks, so no I don't think you could easily replace hayward through the draft.
Okay fine. Of the players I listed, 11 of them were drafted beyond where the Jazz drafted so it's not like drafting another Hayward-type player is unachievable/unreachable for the Jazz. Hayward is a nice player that can do a several things well but is not elite at anything. Those type of players aren't as rare as you believe. If we draft well like the Pacers or Spurs, it's not very difficult to get another player like Hayward.You said replaceable.
