Since June of 2007, the states have had the strictest diesel emissions standards in the world. Many automakers flatly refuse to sell diesel engines in north america for that reason. The engineering is possible, it just costs a lot.
The case of Mazda skyactiv diesel is the biggest example. They have been telling consumers they would have a Mazda 6 diesel for two years, but they can't make it get the small particulate emissions low enough to match California's regulations. (All new US autos must match California's regs to be sold here)
