That's a confusing way to say it.
To win $1,000, one usually has to risk $1,100. But it's not always that simple. Take the Jets this pre-season as an example. Their OU for wins was 4.5. And EVERYONE still bet the under. But Vegas knew moving the line to 4 didn't make much sense as it wouldn't change the betting any really so instead of moving the line, they just added the juice. In late August, if someone wanted to bet under 4.5 wins for the Jets, they had to risk $190 to win $100.
But generally speaking the vig is 10%.
