Wait, I'm retarded (maybe). Are we talking open container in a car, or walking the streetz? Streets fine should be they take your beer away, car is a bigger deal.
Actually, no one does.
People that complain, whine, cry, and throw tantrums about stuff... but won't lift a stinking finger to make it better or fix it.

I try to fix it though. When i put up gigantic signs at work asking people to stop they do the opposite and start putting time on all 5 microwaves.
When I tell my wife I will divorce her if she doesn't stop she starts leaving all the cupboard doors open, leaving all the lights on, getting the toilet stuck so its always running, & eats crackers in bed.
When I'm at Home Depot and politely ask the sales associates to set the clocks to the proper time they put metal forks in every microwave and act like they are going to start them all at once.
I'm starting to think people are messing with me for following your stupid advice. You anti-complainers are ruining good lives.

But, while we're on the topic... maybe you can fix the peeve within you instead of fixing the peeve in other people.
Don't fix the microwave, fix the heart.
I'm not necessarily anti-complainer, just anti - complainer sitting in the rocking chair, whining on and on about how cold it is but never putting the coat on their lap on properly.
The complainer whining about a brown spot in their grass, or a weed in their grass, but not taking the time to properly water that spot or pull the weed.
The complainer telling everyone around them how much the splinter they got in their finger while sitting down in the rocking chair hurts and is affecting their lives, and when you bring them a pair of tweezers they decline the use of them.
