That's not budget cutting, that's cutting out the 'liberal' budget line items conservatives have railed against for decades now. Cutting funding for the arts and climate change initiatives, for example, is not going to do a damned thing to reduce federal spending, but is will make lots of conservatives literally cream in their jeans from orgasms of unbridled joy. For many of these conservatives, it is not, and never has been about cutting federal government spending, it's always been about cutting the spending of programs important to liberals. This is a two-fer; it allows them to pretend that they're actually reducing the budget deficit, while accomplishing what really, truly matters to them: sticking their middle finger up at the liberals they hate so much.
I'll believe Trump and the conservatives are truly interested in cutting federal spending when they seriously take a whack at cutting military spending, which is a bloated big time waste of tens of billions of dollars of taxpayer money. (I fully believe the US needs a strong and prepared military, but the waste in the Pentagon is absolutely staggering.) Rather, I fully expect military spending to increase under Trump's reign.
