It's because of the salary cap. If they were allowed, the Lakers could pay Lebron $100m/yr to be both, and it wouldn't count against the cap because coaches salaries don't.

If we are all about diversity and shedding the racist Utah image, and want to keep Donnie, and attract talent, I think hiring a bright, young, black head coach is a must. I think he’d reach Don in a way Quin’s robotic *** can’t, and held mend the relationship between Don and Rudy. I think he could be the guy to help attract guys to help round out the roster.
