The above doesn't factor in injuries, so per game averages will be higher. Initially I'd expect Kanter and Burks to get around 15 mins/per. I think CJ will be signed just to hold down the spot until a trade is made. Having his expiring and that of Okur's gives the Jazz some flexibility in terms of high/low salaries in a trade. Harris and Millsap are potential trading chips; Harris because of his age and playing style and Millsap because of the logjam at the 4/5 (if Kanter is the real deal).
Yes, I know everyone hates Price, but we need an emergency PG for one more year. When Harris misses 10 games - and he will - Price can at least fill in for 10 mins. behind Watson. No way do the Jazz insert Burks at 3rd-string PG right away. Too much to learn. He needs to concentrate on his natural position in Year 1.
He should, but he may not. He had foul trouble last season. And there will be injuries. These are averages assuming everyone is healthy. So when Okur misses a few games, Favors plays 30+. If Jefferson strains a hammy, everyone's averages go up. I think the soonest we'd see a trade is at mid-season. Kanter is a complete unknown; Favors is still a question mark. If/when those guys show they should each play 30 mins/per, then you look at trading Millsap or Jefferson.Favors should be playing more than 25 minutes a game..
After giving this some thought, my starting 5 would be:
PG - Harris
SG - Hayward
SF - Millsap
PF - Favors
C - Jefferson
For the primary lineup off the bench would be...

I actually like Price as a 12th man who gets no minutes. Every team needs one of those, and he does the job nicely. This leaves you with 3 spots left. (Isn't 13 the league min?) So that's one for Bell who's under contract. then 2 more. I would keep AK provided his locker room presense is good and he'd accept a diminished role - and the open spot is for SF/Wing. Then there is J Evans also a possible wing, but doubtful. So that leaves Fes and Price on the outside looking in.

Actually, 15 is the maximum, but the Jazz prefer to leave one spot open in case of 2-for-1 trades. Fes, Elson. AK, Watson and Price are all UFA's and CJ has a team option which has not yet been exercised. If I were a betting man, I'd say CJ's option will be picked up and the Jazz will make an offer to Watson. AK is unknown, but Greg has questioned his durabilty and effort so I'd say no. Jazz need a 3rd PG, so maybe Price gets 1 more year.I think 14 is the minimum. Or at least allowable. I hope the Jazz keep Evans around. I like his potential.

Anyways, I think Fes and Elson will be gone and they will be replaced with Kanter and Burks. I think the Jazz would be wise to add an extra roster spot for Evans, unless he just totally sucks it up in training camp (if there is one).
