I believe Jazz can exceed the cap to re-sign Exum if they want to keep him. He's a free agent, and he'll be dealt with after higher priority targets.
Honestly, I think the trade made today was a message that we are going to be very aggressive in the summer. Getting Crowder not only let us avoid a big Hood payday but also helps us avoid a Favors payday as well. A month ago, we probably thought Hood and Favors would cost us $25+ this summer. With Crowder, we have what we need to be secure for a bigger objective and he only costs us $7.5.

2018-19 numbers:

Gobert ($23.5), Rubio ($14.5), Ingles ($13), Crowder ($7.5), Mitchell ($3), Bradley ($1.7), and O'Neale ($1.5) = $65 million.
Burks is a $11.5 expiring
Exum expected to get $10
Jerekbo is nonguaranteed ($4.2)
Thabo is nonguaranteed ($5.2)
Udoh is nonguaranteed ($3.4)
Neto is a qualifying offer ($1.8)
So $15 in non-guaranteeds

The salary cap this year (2017-18) was around $99 million and luxury around $120. According to all reports, both are only going up a little next year. So let's just assume the 2018-19 salary cap is $100 and luxury is $121:

If we bring everybody back, we have 13 players at $101.5 million ($19 of luxury cap space).
If we bring everybody back but Burks, we actually have $10 million in space.
If we let everybody walk and trade Burks, we would have $25 million in cap space.

It is conceivable that we could offer Gordon or Parker or LeBron a max contract this summer and still have space under the luxury.

** The Jazz can exceed the cap to match on Exum if they want to keep him, but I don't what his cap hold is. I think it might be in the $10M range.
** Jazz won't act on any of the non-guaranteed guys until after they pursue higher value targets.
** The Jazz may be able to move Burks around the draft, as he'll only have one more year on his deal. I could see the Jazz wanting to keep Burks this year, since they're moving Hood and they need scoring off the bench. Burks will get more minutes and will naturally be more showcased. If the Jazz really want to move Burks, they could attach an asset to do it, I suppose.

So yeah, here's what should happen:
** Jazz build around Rubio/Mitchell/Ingles/Crowder/Rudy. Nice start.
** Showcase Burks for the rest of the season. Try to trade him in the offseason with or without an asset attached. Maybe a 2nd-rd pick or two attached.
** Keep options open on Exum and the non-guaranteeds.
** Make a play for a scorer in free agency.
 
Exums cap hold is around $15m. Jazz have a few ways to make trades. Im going to predict they get Mirotic once NO signs Cousins.
 
Kawhi/Kyrie/Dray/Butler are the guys I'd count as big names who'd be about Gobert's age.

I think winning, coaching and teammates change that. If Kawhi doesn't sign the designated player extension... man I really think the jazz could have a legitimate shot.

I’ll feel better about it if all the Superstars in the NBA keep gushing about our new star rookie player. Somebody is going to look at the fact that the Jazz have two All NBA caliber players and a great coach and be okay taking our $30 million per year.
 
I want a Burks for Carroll swap before the draft his upcoming offseason. Hopefully Alec acquits himself well and becomes a plus asset before his contract moves into expiring status.

I personally would’ve pushed to get that done after the Hood/JJ trade, but I think it would be a good move on our part. Helps in 2018, without hurting the team in the future.

The biggest reason the Jazz did this deal, though, was to preserve salary flexibility in the summer of 2019, 2020, and 2021. They really do want to put a third big star next to a core of Rudy Gobert and Donovan Mitchell, and they didn't think Hood qualified.

To be fair though. . . 2016 Draft was a pretty ****** one. After about pick #7 (one before the pick they traded to the Suns) there was a big drop off.

By the time #13 came around, it was a total crapshoot. Granted, Papagiannis was a huge reach, but they did well to get Skal at #28. Don’t think anyone would’ve given them grief if they’d taken him at #13 tbh.

I think mostly this depends on how good the team is next year. I don't think they'll go after a big star this year, but if they have a top 4 team in the west and Donovan is a hot new star to go along with DPOY candidate Gobert I could definitely see a star being interested in teaming up at that point. I think most of what we've seen the last 8 years is that the Jazz haven't been good enough or had star players themselves in order to attract solid FA. Utah is a factor, but much bigger factors are team success, culture, and money.
 
The media are gushing about how the Lakers have cleared space for two max FAs this summer. They can target Lebron and PG13.
