What are the franchises that are in the NBA and not trying to win a title? Charlotte.. who else?

Sean Deveney wrote about it yesterday that according to some other executives the message Cronin is sending out there is they are not tanking. They want to be competitive in this upcoming season.

Its hard to buy and doesnt make much sense but if thats true then Herro et al makes a whole lot more sense than any package we would be willing to give.

I feel like Charlotte has been tanking since they entered the league.

I think Keyonte is going to be better than Maxey.

That would be awesome, but I am not sold it will happen as fast as it did for TM. Maybe in 2-3 years. I mean Keyonte has better handles, and his offensive package is more advanced, but is not the same kind of dog defender yet at all aka maybe never will be.
