Private except unless folks wanna out ya either for good or bad, and no we're not all mods who can give out points, warnings etc.

Look at the announcement: it says you get points for FALSELY listing someone else's name to a neg rep. So if somebody is falsely saying something about you, talking about you giving them a neg rep that you didn't give, maybe you could report it to the mod, and I think actually lying about other posters knowingly and where it can be factually proven false by what's on the record in here, you will be cleared of the charge and the perp will get some points.

I'm not sure but from what I've noticed, I think negative rep from someone with zero rep power still shows up red but no points are lost. I think grey is positive rep but not worth any points.

And here we are on Christmas day discussing important matters of red and green! How appropriate!

I'd be willing to bet you're mistaken about that. With virtually all of the gray rep I have received, it has been clear from the comments that it is intended to be negative.

Not me. I'm certain I deserve most I get for being a cantankerous ***. There are a few exceptions where a troll isn't up to thinking that day, but for the most part I get legit neg. rep. I like to think most posters here aren't on a crusade.
