I think there is so some truth to that. I also think a big consideration is just time though. If you have hours to blow, place probably matters a bit more. The one thing I've always wondered though when people are contemplating moving anywhere for job purposes is how much time do they think they have to be "different" from place to place? Because if you have job, your schedule isn't likely to shift that much. You'll still put in your 30-60 hrs/wk or whatever depending on what you do, and often time these so called "desirible" places are more demanding on your work time and/or require a commute. Then say, you work out 3-10 hrs/week or whatever.....that wouldn't change depending on place. Hours spent sleeping wouldn't change. If you enjoy any screen entertainments, the hours you put into that wouldn't likely change. The time you spent with family...probably wouldn't change. Reading...wouldn't change. Most people are probably squabbling over a mere few hours a week where anything would be drastically different in their lives from place to place.
