Yup, Jazz got healthy and DL addressed 2-3 times over every single need this team had. He annihilated this off season.
Vets leadership - check
PG play - check
Bench depth - check
Outside shooting - check
Spacing - check
Jettison dead weight - check
Maintain long term cap flexibility - check
Maintain adequate picks the next several years - check
Maintain chemistry - check
At this point the only two somewhat legit arguments IMO are:
1. DL didn't act last year
2. That he didn't get more/act sooner for some assets/players
Both those are also very debated.

Chicago could be decent against terrible defensive teams or terribly coached teams. It does look like a dumpster fire.
And ATlanta is still good. It's not like Dwight Howard sucks, he has just been on teams that don't fit him. I'm not sure if Atlanta fits him, but I think they will be more malleable than the Harden Rockets or the Dantoni/Kobe Lakers.
I still have reservations about Schroeder as a full time starter.And Millsap will be the best power forward (at least in terms of fit) he's ever played with. Good point guard, good defense before him, they'll be good. It just remains to be seen how good.
