Does military action against a country require an actual strike and civilian (or military for that matter) casualties to qualify as a "first strike"? I would hope that if a person fires a shot that misses that someone with the ability to would react before they could reload and hit the target. Not saying that was the intention here, but I could see how this would be viewed as a shot across the bow, so to speak.

If N. Korea was trying to attack Japan but missed that would be different. But there has been no indication that is the case. To me that would be N. Korea attacking first.

Also here is why I am saying that attacking first will be one of the worst military mistakes ever. There is no strike that will completely remove N. Korea's ability to retaliate. It is not an option.

They could kill millions of S. Koreans.

Sorry but this is way beyond provocative.

Normally before a country launches a missile it rings up other countries, "Hey we want to show off how tuff we are but this not an attack. We are launching a missile in your general direction but it isn't carrying a warhead and here is its expected trajectory."

This is insanely important! This is how you avoid getting nuked! All nations follow this simple rule of informing nations of their intention prior to launch. The US does, China does, Russia does, and even NK used to. This is absolutely a shot across the bow.

Kim is behaving like a lunatic, one that may remain in control of an ever growing and increasingly sophisticated nuclear arsenal for the next 30-40 years. This was a non-rational action for sure. This only gets worse as do our options.

The time has come to at least have back channel talks with China, Russia, and South Korea about what a post Kim DPRK might look like.
