I like Riley because he could theoretically have a nice all around game, and his handling is nice for his size, but I don't know what he does today at an NBA level. 1

I just see Riley's archetype being more valuable if he hits vs Kasparas.Kas is a better shooter (59%TS vs 53%TS), had better combine athletic testing (is more athletic to my eyes as well), is a better passer, a better defender (both are bad), and created almost everything for himself vs Riley who had a lot of his offense created for him. He is younger and is only has an inch less wingspan. Can you explain to me how you have Riley ahead of Kas? I'm not sure what you are basing that off of.
Kas should probably be in the next tier (7-18 range), but I just like him more and so I bumped him up a tier. The argument for him is that he was the lead ball handler of a good team as an 18 year old who was pretty efficient, and so that should be theoretically possible for him to be a lead ball handler in the NBA. And if he isn't good enough to do that at the NBA level then he should easily have the ability to play off ball. So for me he has high upside and a high floor.
I know you've said that you don't believe in the upside, so I get not having him top 10, but the high floor should keep him in the top 15 range, in my opinion.

Riley created a decent amount himself as well and had a far better A:TO ratio. I trust him to be able to get his shot off at the NBA level. I think Kasparas is undoubtedly the better shooter at this stage, but I see Riley as a guy who just needs to clean up his mechanics and he will be a dangerous shooter with his ability to get his shot off at his size from all 3 levels. Yes, the wingspans are close, but he has +5'' reach.
I also trust Riley's foul drawing at the NBA level more than Kasparas. What does Kasparas due at the NBA level when he isnt on-ball so much? I still have a lot of concerns with that.
Defensively I would also bet on Riley being a better defender due to the vertical reach. He just really needs to develop his frame.

I like Kas for this reason as well. As a Zags fan, have enjoyed watching their offense evolve over the years. However, a 2 PG system has been a fairly constant approach. Pacers are showing how that could look with Nembhard/Halliburton. Has good size.
