not top 10, maybe top 15 or 20 (gasol, stoudemire, nowitzki, griffin, smith, bosh, duncan, aldridge, love, randolph)
i see millsap in the next tier of players like west, ibaka, odom, nene, lee, boozer and so on. definitely one of the better pf's in the league, but to be fair, not better than top 15. you also have guys like cousins, monroe that are more of a pf. put in davis in the discussion as well. gibson, ilyasova and humphries are underrated as well.you could also argue that he is a top 20 pf which seems to be the better answer. so, he seems to be an average starter at the pf position, imo. but still a very good player.
Alright guys... here's how it is with me.
Any more than 12m a year, and we should take an offer off the table.
10m a year is negotiable, as long as some of that 10m is through bonus', like making the all-star game, playing 76+ games, all making the all NBA team, etc.
in no specific order:
top tier:
gasol, duncan, garnett, nowitzki, griffin, love
second tier:
aldridge, smith, bosh, randolph, stoudemire
third tier:
nene, odom, lee, monroe and cousins (if considered pf's), millsap, boozer, west
fourth tier:
ibaka, ilyasova, humphries, gibson, davis (has to prove something yet)
to be fair: millsap is a top 15-20 pf, never ever top 10.
Are you giving life time achievement awards out to Duncan and Garnett?
Milsap's a 1st tier PF when he's on and a 3rd tier PF when he's off.
Average that, and he's 2nd tier.

Well, I wish I could say I was surprised but after Boozer, Deron, and a laundry list of others I'm not. Greed is killing our society and this is a perfect example. Thats a damn good offer and alot of money, especially in this economy. If he doesnt want to play basketball for millions in front of the best fans the NBA has to offer then F him. Oh, and dont get me started on the Jazz and mr cheapskate himself (ya I'm talkin to YOU Greggy boy). I mean seriously your gonna lowball our best player and expect him to want to stay? Have to admit I was unaware they could only offer him slightly more than $8M under the new CBA. Of course he's going to turn it down - and I don't blame him. Veteran extensions are limited to four seasons, including the seasons remaining on the current contract. Even if the extension is signed in late June, the current season counts as one full season toward the total. For example, a contract with two seasons remaining may be extended for up to two additional seasons. However, an extension signed in conjunction with an Extend-and-Trade transaction (see question number 91) is limited to three seasons, including the seasons remaining on the current contract.

"In a proactive effort that represents the Jazz's desire to keep Millsap but retain future financial flexibility, the Jazz have already begun examining which teams could afford to pay Millsap the $10 million to $14 million average salary he's expected to seek if he becomes a free agent."
If he seeks $14M and the Jazz offer $10M, the most likely scenario, if he really wants to remain in Utah, is to split the difference. But if he only cares about the money, he just might be able to get $13M or $14M based on what some of the other FA forwards received this summer.
